The Mouvement laïque québécois (MLQ, Quebec Secular Movement) awarded its 2019 Condorcet-Dessaulles Prize to the legal expert Ms. Julie Latour, in honour of her considerable efforts in support of secularism. Ms. Latour, lawyer and former president of the Montreal Bar Association, has distinguished herself by her commitment to secularism, in particular by founding the collective Les juristes pour la laïcité et la neutralité religieuse de l’État (Jurists for State Secularism and Religious Neutrality). Her writings and public interventions in the media and on various parliamentary committees have made a major contribution to clarifying the notion of secularism and have thus played an important role in the adoption of Bill 21 on State secularism in Quebec. Mr. Latour is also involved in the cause of women and was a member of the Council for the Status of Women from 2013 to 2015.

Given that this year the Quebec government has inscribed the essential principles of secularism in a fundamental law, the MLQ wished to highlight Ms. Latour’s contribution to this cause, both as a legal expert and as an activist.
